The formula
Local time = UTC + zone offset (which can change with daylight saving)

Worked example
9:00 am IST on 3 October 2026
- New York is on daylight time (UTC − 4), 9 hours 30 minutes behind.
- So it is 11:30 pm on 2 October in New York.
- On 5 November, after clocks change, the same time is 10:30 pm the day before.
